JOB ANNOUNCEMENT: Director of Policy

Title: Director of Policy, Nury Martinez, Board of Education Member, 
District Six, Los Angeles Unified School District


Newly elected LAUSD Board of Education Member, Nury Martinez, is 
seeking applicants for the position of Director of Policy.

Nury is a life-long community activist and former local elected 
official who campaigned for the Board of Education on her commitment 
to protecting and increasing educational opportunity for all 
students.  Nury was born and raised in the
San Fernando Valley and is 
a product of local public schools.  Like many of her constituents, 
she is the proud daughter of immigrant parents.  Nury assumes office 
on
July 1, 2009
.

*Position Summary*
As part of the staff leadership team, advises the Board Member and 
provides extensive professional support and recommendations on 
education issues and relevant policy matters.  Develops partnerships 
across issue areas with constituents, employees, and representatives 
of government, community, business, labor, media and key education 
stakeholders.  Oversees legislation, policy communications, systems 
design and analysis, district budgetary and fiscal matters, 
facilities and innovative/best practices in the field of urban 
education.

This is a very demanding and fast paced professional position 
requiring extensive experience in education, government, 
partnerships, and child well-being; exceptional analytical and 
communication skills required.

  *Example of Duties*
  Advises the Board Member on a variety of district issues and 
assists in developing policy in all areas of legal obligation as 
defined in the State Education Code and local administrative codes 
and policies and procedures.
Represents the Board Member in relevant meetings with administrators, 
union and business leaders, representatives of other agencies, 
parents, students and the public.
Investigates concerns and resolves problems brought to the Board 
Member’s attention.
Consults with senior management and other district staff regarding 
items of interest or concern to the Board Member
Conducts extensive studies in the following areas: communication, 
program evaluation, systems and procedures and surveys.
Evaluates new and innovative instructional programs and 
administrative systems to improve student achievement.
Provides information to district personnel, community groups, 
educational agencies and the public concerning district policies and 
procedures.
Composes, edits and coordinates the presentation and publishing of 
reports, bulletins, reference lists, correspondence, research 
documents and procedures; reviews reports prepared by others prior to 
forwarding to the administration or the public.
Investigates and recommends ways to disseminate research findings to 
users within the District.
Schedules and plans the sequence for development of research programs.
Prepares analyses of district cost proposals, budgets and other 
facets of financial management.
May analyze and make recommendations in regard to legislation and 
draft proposed legislation.
Performs related duties as required.


*Desired Knowledge*
Thorough knowledge of the principles and practices of school district 
administration, as well as good understanding and knowledge of the 
functions of an urban education system and a district with over 50% 
English Language Learners.
Knowledge of systems, environments and family dynamics that impact 
child well-being and educational achievement.
Understanding of sectors that play a role in educational outcomes.
Principles and practices of public administration, particularly as 
related to organization and management, planning, research and budget.
Pertinent provisions of the State Education Code and Board of 
Education rules, regulations, procedures and policies.
Research techniques, including business statistical analyses and 
graphic presentation.

Ability to meet and deal effectively with district personnel, 
governing bodies, outside agencies and the public.
Ability to organize and establish meaningful goals; nurture effective 
working relationships with employees and the public.
Ability to work well with parents and students.
Ability to collaborate; create and maintain partnerships across the 
public and private sectors, especially county, cities, business and 
community based organizations.
Ability to coordinate and assist in evaluating a variety of 
educational programs.
Ability to communicate effectively, both orally and in writing; able 
to make effective and compelling oral presentations.
Ability to write clear, concise reports, incorporating statistical 
methods and research findings when required.
Ability to analyze and interpret rules, regulations, and policies; 
analyze and review organizational plans, legislation and other items.
Proficient in Word, Excel or Access, PowerPoint and other related 
software.


*Qualifications*
Education:  The ideal candidate will hold a Master’s Degree in Social 
Work, Public Administration, Public Policy, Education, Political 
Science or a related field plus three years experience in government 
or with educational or community agencies with a focus on urban 
education policy.
